How Naga Law Came to Be
Naga Law was founded after its principal recognised a recurring pattern among individuals approaching retirement age in Thailand: pension records that had accumulated over long careers were rarely reviewed until a discrepancy had already caused harm. By that point, the burden of unpicking years of administrative correspondence fell entirely on the person affected — often without clear guidance on how to proceed.
The practice was established on Ekkamai Road in Bangkok to address that gap. Rather than offering broad legal services, Naga Law was deliberately structured as a specialist practice, focused entirely on pension documentation, administrative appeals, and the particular complexities of long-service and special-status entitlements under Thai national pension law.
The name is drawn from the nāga of Thai tradition — a figure associated with water, protection, and the careful preservation of what is rightly held. The practice holds to those same qualities: methodical, patient, and attentive to what matters to the individual client.
Since opening, the practice has assisted clients from across Bangkok and surrounding provinces, each engagement conducted with the same level of attention regardless of the sum or complexity involved. Our work is not measured by volume; it is measured by the care given to each file.

Prawin Wattanaporn
Principal Counsel
Admitted to the Thai Bar with a focus on administrative law and social security matters. Prawin founded the practice after identifying a clear need for independent pension review services in Bangkok.
Siriporn Kasemrat
Legal Associate — Appeals
Specialises in administrative appeal procedures before pension authorities. Siriporn manages submission drafting and oral hearing preparation for clients in disputed cases.
Nattapong Thitirat
Document Audit Analyst
Responsible for the chronological review and cross-referencing of pension records. Nattapong prepares the written audit summaries that underpin each client's matter file.

Strict Confidentiality
All client information and documents are held in confidence. No material is shared with any party other than the relevant authority, and only as required for the matter in hand.
Thai Bar Standards
All legal work is conducted in accordance with the professional obligations of the Lawyers Council of Thailand, ensuring a consistent standard of conduct across each engagement.
Complete File Documentation
Clients receive copies of all material prepared or submitted on their behalf. Every step is recorded and the client's file remains their property throughout.
Written Scope Agreement
Before any work begins, the scope and fee are agreed in writing. There are no additions to that scope without prior discussion and the client's consent.
Data Protection
Personal data submitted by clients is handled in accordance with Thailand's Personal Data Protection Act (PDPA) and is retained only for the duration necessary for the matter.
Impartial Counsel
We maintain no referral arrangements with pension authorities, employer organisations, or financial institutions. Our advice reflects the client's position and nothing else.
Chapter V — Expertise
Pension Law in Thailand — What Clients Should Know
Thailand's national pension framework is administered primarily through the Social Security Office (SSO), with separate provisions for civil servants under the Government Pension Fund (GPF) and additional frameworks for specific categories of employment, including uniformed services and hazardous-occupation classifications. The rules governing contribution periods, qualifying conditions, and benefit calculations differ considerably across these structures.
Many clients who approach Naga Law have already made informal enquiries to their pension authority and received a response they found incomplete or difficult to interpret. The administrative appeal process exists precisely for these situations, but navigating it without assistance — understanding which grounds are available, what evidence is required, and how submissions should be structured — is not straightforward for individuals without legal training.
Pension documentation errors are more common than is generally recognised. Contribution records may omit periods of employment, employer submissions may contain calculation errors, or service categories that attract enhanced entitlements may not have been applied. A systematic review of the available documentation is often the most useful first step — not because it will necessarily lead to further action, but because it gives the client a clear and accurate picture of where they stand.
Naga Law's practice focuses on these matters: the careful review of records, the preparation of well-structured administrative submissions, and the specific requirements of long-service and special-status pension entitlements. We work in English and Thai and are familiar with the administrative procedures of the principal pension authorities in Thailand.
